In 1997, she founded the All India Trinamool Congress (AITC) party and became its chairperson. In the same year, she was elected as the Member of Parliament (MP) for the first time, representing the Calcutta South constituency.

In the 1999 general elections, Banerjee won the Lok Sabha seat from the same constituency and was appointed as the Union Minister of State for Human Resources Development, Youth Affairs, and Sports.
